Bill Lockhart is a founder, executive advisor, and public affairs strategist with more than 20 years of experience across technology, advocacy, government relations, and organizational leadership.

He co-founded Megaphone, an AI-powered government affairs technology company, and served as CEO from 2021 to 2025. He led company strategy, product development, fundraising, partnerships, operations, and market positioning for a platform tracking legislation and regulations across federal, state, and local governments.

Bill founded SEGER Strategies in 2015. His earlier roles include Chief of Staff at the Free Congress Foundation and public affairs and advocacy work at Navigators Global. His career has included political and advocacy initiatives across the United States, Africa, and Latin America.

Today, SEGER brings that founder’s experience and Washington perspective to venture building, startup strategy, public affairs, and strategic communications.
